Igazor explains on The Sims Forums in this thread how to set up Rivatuner: It's suggested to limit it to 60 FPS, or, even better, 30 FPS. Alverdine Sims recommended using Rivatuner. If you're playing in windowed mode, you may need an alternate way to limit FPS than Anime_Boom suggested in their guide above.
